The Ghaziabad TTRO Plant is India’s largest industrial water reuse facility implemented under the Hybrid Annuity Model (HAM). Developed by VA Tech WABAG through its SPV – Ghaziabad Water Solutions Pvt. Ltd., in partnership with GNN, this project demonstrates circular economy principles by transforming 40 MLD of municipal sewage into high-quality non-potable water for industrial reuse. The project includes a 56 MLD STP, UGSR (50 lakh litres), ESR (28 lakh litres), and a 12 sq. km water distribution network with digital meters serving 1,500 industries in the Sahibabad Industrial Estate.
This pioneering initiative, backed by India’s first municipal Green Bond, addresses Ghaziabad’s severe groundwater depletion and industrial water scarcity, ensuring long-term resilience and environmental sustainability.

The project prevents the extraction of approximately 14,000 million litres of groundwater annually, addressing a critical water crisis in Ghaziabad. By supplying treated wastewater to over 1,500 industries, it not only reduces dependence on freshwater sources but also helps lower the pollution load on the Hindon River. Additionally, the integration of a smart metering system enables real-time monitoring and optimization of industrial water usage. Funded through India’s first municipal Green Bond, the project showcases a sustainable and financially viable water reuse model and achieved an impressive safety milestone with over 778,000 safe man-hours during implementation.
