Delivering one of the world’s largest Integrated Effluent Treatment Plants for a Refinery and Petrochemical Complex – setting a new standard in environmental management.

PETRONAS has completed its largest greenfield downstream project, the Refinery and Petrochemicals Integrated Development (RAPID) in Pengerang, Johor, Malaysia, which is part of the larger Pengerang Integrated Complex. A consortium of WABAG and Muhibbah Engineering was awarded the contract for the Effluent Treatment Plant (ETP), which plays a critical role in managing pollution in the aqueous effluents of the complex to below the regulatory discharge units. Run-off water and effluents from all sources in RAPID, as well as Cogen Plant and sanitary wastewater are collected and segregated so that specific treatment can be applied. The state-of-the-art ETP treats 102,864 m³/day of complex oily effluents, including spent caustic. The project serves as a model for advanced effluent and sludge treatment in Southeast Asia and the Middle East.

Project Features:

  • Scope: EPC turnkey execution, including design and engineering, construction, equipment supply, installation, and commissioning.
  • Technologies: Effluents from seven complex oily streams – that are polluted components such as hydrocarbons, dissolved organic biodegradable pollutants and oily polluted process effluents – are treated exclusively in multi-stage treatment schemes. The ETP comprises various units and processes to treat such pollutants like
    • Wet air oxidation
    • Oil separation units (CPI)
    • DAF
    • Media filtration
    • Biotower
    • Biological reactors
    • Self-cleaning filters

to reach the desired regulatory limits. VOC-treatment and sludge treatment (thickening, dewatering, drying) round off the ETP

  • Impact: The ETP has a significant environmental impact by ensuring sustainability and regulatory compliance. It processes seven complex oily effluent streams with a total volume of 102,864 m³/day, making it crucial to the success of the refinery and petrochemical complex. Designed to meet the International Finance Corporation’s global discharge regulations, the plant sets a new standard for effluent and sludge treatment and serves as a model for similar projects across Southeast Asia and the Middle East.
