ETP – RAPID Project, Petronas, Malaysia

One of the World’s Largest Integrated Effluent Treatment Plants for a Refinery and Petrochemical Complex

WABAG delivered the state-of-the-art Integrated Effluent Treatment Plant (ETP) for PETRONAS’ RAPID development in Pengerang, Johor — one of the most advanced large-scale environmental management projects in Southeast Asia and the Middle East. The facility plays a critical role in safely treating aqueous effluents generated across multiple process units within the refinery and petrochemical complex.

Multistage Effluent Treatment Engineered for Complex Oily Streams

The ETP is designed to receive and segregate effluents from seven complex sources — including spent caustic, oily streams and dissolved organic loads — and applies tailor-made physical, chemical and biological processes to meet stringent discharge norms. Raw water, cogen plant and sanitary wastewater streams are treated through independent pathways to ensure maximum safety and compliance.

Advanced Refinery-Grade Treatment Technologies Ensuring Regulatory Compliance

The plant integrates a comprehensive suite of treatment technologies, including wet air oxidation, CPI oil separation, dissolved air flotation (DAF), media filtration, biotower and biological reactors. These specialized systems enable the safe removal of hydrocarbons, VOCs and refractory pollutants while minimizing environmental risk.

Benchmarking Environmental Protection for the Oil & Gas Sector

Processing 102,864 m³/day of complex oily effluent, the ETP is vital to the environmental sustainability of the RAPID complex. Its high-capacity sludge treatment and VOC management set new performance standards for large oil and petrochemical facilities. The project has been recognized as a regional model for industrial environmental management and refinery effluent treatment.

Scope of Work

EPC turnkey execution including design and engineering, procurement and supply, installation supervision, testing and commissioning of the complete effluent collection, segregation and treatment system for the refinery and petrochemical complex.

Technologies and Treatment Process

The multistage treatment platform is equipped with:

  • Wet air oxidation
  • CPI oil separation units
  • Dissolved air flotation (DAF)
  • Media filtration
  • Biotower
  • Biological reactors
  • Self-cleaning filtration
  • VOC treatment and advanced sludge processing (thickening, dewatering and drying)

Transformational Environmental Impact for the RAPID Refinery and Petrochemical Complex

The facility enables safe and compliant treatment of refinery and petrochemical effluent at a massive scale, ensuring strong environmental protection while maintaining uninterrupted industrial activity. By safeguarding the marine ecosystem and supporting regional sustainability goals, the plant reinforces responsible development in one of Southeast Asia’s most strategic energy hubs. Fully aligned with stringent IFC discharge regulations, the system sets a new benchmark for similar refinery and petrochemical complexes and ensures long-term operational continuity by maintaining environmental compliance for the RAPID complex.
